Freiburg has successfully completed the Europe-wide tender procedure for the future of waste management and city cleaning. REMONDIS will once again become the new and proven partner of Abfallwirtschaft und Stadtreinigung Freiburg GmbH (ASF). The company continues to hold 47 percent of the shares in the ASF.
For residents, this does not change anything: garbage collection and city cleaning will continue to run reliably in the future. The high quality of service as well as the social and ecological standards are maintained. The approximately 500 jobs of the ASF are thus also secured in the long term.
The tender procedure had become necessary in order to reorganise the cooperation in a legally secure manner. This was prompted by European competition rules governing long-term public service contracts. The city of Freiburg had therefore put the shares and individual waste management services out to tender across Europe.
The new management contract comes into effect on January 1, 2027. This ensures that key services and capacities will continue to be available for the coming years.
With the conclusion of the procedure, the city of Freiburg is thus ensuring long-term planning certainty, both for waste management and city cleaning as well as for important future investments. The proceeds from the tender will go entirely to the new integrated school at Tuniberg and thus directly towards additional educational offers for the West of Freiburg and the wider region.

Strong partnership in Freiburg
The partnership between Abfallwirtschaft und Stadtreinigung Freiburg GmbH (ASF) and REMONDIS has been in place since 2005. REMONDIS holds a 47 per cent stake in the public-private partnership, whilst the city of Freiburg retains decision-making authority with its 53 per cent stake. ASF’s range of municipal services includes the collection of residual and organic waste, paper and lightweight packaging, bulky waste and garden cuttings, the collection of recyclables such as glass, waste electrical equipment, used textiles and metals, the operation of three recycling centres and a transfer station, street cleaning, winter maintenance, fee assessment and landfill reclamation. In addition, it provides commercial services such as container services, transport and logistics, recycling and disposal, cleaning and maintenance services, the collection of old clothes for charitable organisations, and the disposal and processing of food waste.
